Any member of the public wishing to speak on agenda items may do so before action is taken, when recognized by the Board President. Persons wishing to be recognized should complete and sign a request form. Forms are available near the entrance of the meeting room. The completed form should be given to the President of the Board just prior to the start of the meeting. Members of the public who have filled out the forms will be given first priority to speak on the agenda item. After these members have spoken, those members of the public who have not filled out forms may address the agenda item. |

Per Board Bylaw 9223, Filling Vacancies, it is recommended the Board proceed with a provisional appointment to fill Trustee Goins (Area 7) seat until the November 2022 General Election.

Background: The District recently advertised request for bids regarding Classroom Additions at Apricot Valley and Las Palmas Elementary Schools. The District opened bids for Classroom Additions only from company submitted bids. The bids were advertised by the Business Department in accordance with the law. Menghetti Construction, Inc. was the selected bidder meeting all the requirements. Issue: The District is committed to enhancing and maintaining our facilities. The district administration would like to move forward with Menghetti Construction, Inc. and award the identified project. Bid documents are available in the District business office. |

Background: Assembly Bill (AB) 1200 requires local education agencies to publicly disclose the provisions of all collective bargaining agreements before enactment of the district final budget. Government Code (G.C.) Section 3547.5 states: "Before a public employer enters into a final agreement with an exclusive representative covering matters within the scope of representation, the major provisions of the agreement, including, but not limited to, the costs that would be incurred by the public school employer under the agreement for the current and subsequent fiscal years, shall be disclosed at a public meeting of the public school employer. Issue: Disclosure of Costs Associated with Adjustments to Employee Compensation in Accordance with Board or Education Policy or Collective Bargaining Agreement Between Patterson Unified School District and Patterson Association of Teachers. |

It is recommendation of district administration that the Board of Education approve disclosure of costs associated with adjustments to the employee compensation in accordance with Board of Education Policy or collective bargaining agreement between Patterson Unified School District and Patterson Association of Teachers. |

The Patterson Association of Teachers (PAT) voted to ratify of the signed Tentative Agreement (see attached exhibit). The board must take action to enter into the Revised Collective Bargaining Agreement (see attached exhibit) with PAT. |

As Mr. Menge has certified the district final budget in regard to the fiscal impact of this agreement, it is recommended the Board of Trustees approve the revisions/additions to the 2021-2024 Agreement between the District and Patterson Association of Teachers (PAT). |
