VIII. Public Comment
Rationale:

Any person wishing to speak on a non-agenda item may do so under “Public Comment”.  There is a three (3) minute time limitation.  By law, board members may not enter into discussion nor take action on any item not previously published on the agenda. 

 

Any member of the public wishing to speak on agenda items may do so before action is taken, when recognized by the Board President.  Persons wishing to be recognized should complete and sign a request form.  Forms are available near the entrance of the meeting room.  The completed form should be given to the President of the Board just prior to the start of the meeting.  Members of the public who have filled out the forms will be given first priority to speak on the agenda item.  After these members have spoken, those members of the public who have not filled out forms may address the agenda item.

Rationale:
Prior to beginning formal negotiations, school districts and associations must make public, or "sunshine", their initial proposals to board for public review.  Attached herein is the California School Employee Association # 164  sunshine proposal to the District.  This information item being added tonight meets the requirement set forth in Education Code.

Rationale:

The district submits the Williams Settlement Uniform Complaint report to the Stanislaus County Office of Education on a quarterly basis.  This report must be submitted as an Information item to our Board of Trustees indicating whether any complaints have been filed during that quarter to meet compliance. No complaints have been filed during the period of January through March, 2022.  


 
Recommended Motion:

It is recommended that the Patterson Joint Unified Board of Trustees approve the Williams Act Quarterly Report as filed for the period of January through March, 2022.

Recommended Motion:
It is recommended that the Board of Trustees take action to approve the district's "sunshine" proposal to the CSEA.

XIII.F. Approval of out-of-country travel, Patterson High School, to Europe for Educational Tour of London, Paris and Rome, June 16-25, 2022 2 adults 1 student

Rationale:

The Board of Trustees recognizes that school-sponsored trips are an important component of a student's development and supplement and enrich the classroom learning experience. School-sponsored trips may be conducted in connection with the district's course of study or school-related social, educational, cultural, athletic, school band activities, or other extracurricular or co-curricular activities.

This is an educational opportunity for this student to experience the history and culture of London, Paris and Rome first hand.   

 
Recommended Motion:

It is recommended that the Patterson Joint Unified School District Board of Trustees approve the request for travel to Europe for a student and staff of PHS.

XIII.G. Approval of District Contracts

Background:

Board Policy (BP 3300) state that the Board of Trustees shall ratify contracts as specified in Education Code 17605, which authorizes the Superintendent, or authorized designee, to sign contracts, followed by ratification by the Board of Trustees.  Education Code Section 17605 further states that the ratification of contracts must be done within 60 days after contract approval.  In addition, the contracts being ratified are under the threshold amounts specified by Public Contract Code 20111.

 

The Assistant Superintendent/Superintendent have reviewed and approved each of these contracts.

XIII.H. Approval of Interfund Transfers

Background:

As mandated by Ed Code, the District will have Board approval prior to implementing any Interfund Transfers.  These transfers are necessary to change appropriate accounts/programs.  Many of these are incorrect coding and/or due to shortage of funds.

XIII.I. Approval to award bid for Classroom Additions at Apricot Valley and Las Palmas Elementary Schools to F&H Construction in the amount of $6,389,000

Rationale

Background:

The District recently advertised request for bids regarding Classroom Additions at Apricot Valley and Las Palmas Elementary Schools. The District opened bids for Classroom Additions only from company submitted bids. The bids were advertised by the Business Department in accordance with the law.  F&H Construction was the selected bidder meeting all the requirements.

 

Issue:

The District is committed to enhancing and maintaining our facilities.  The district administration would like to move forward with F&H Construction and award the identified project. Bid documents are available in the District business office.
