I. CALL TO ORDER and ROLL CALL - 6:00PM
Rationale:

In compliance with the Americans with Disabilities Act, if you need special assistance, disability-related modifications or accommodations, including auxiliary aids or services, in order to participate in the public meetings of the District’s governing board, please contact the office of the District Superintendent at (209) 895-7700.  Notification 72 hours prior to the meeting will enable the District to make reasonable arrangements to ensure accommodation and accessibility to this meeting.  Upon request, the District shall also make available this agenda and all other public records associated with this meeting in appropriate alternative formats for persons with a disability.

 
II. Public Comment Period Re: Closed Session Items
Rationale:

Any person wishing to speak on a non-agenda item may do so under “Public Comment”.  There is a three (3) minute time limitation.  By law, board members may not enter into discussion nor take action on any item not previously published on the agenda. 

 

Any member of the public wishing to speak on agenda items may do so before action is taken, when recognized by the Board President.  Persons wishing to be recognized should complete and sign a request form.  Forms are available near the entrance of the meeting room.  The completed form should be given to the President of the Board just prior to the start of the meeting.  Members of the public who have filled out the forms will be given first priority to speak on the agenda item.  After these members have spoken, those members of the public who have not filled out forms may address the agenda item.

Assembly Bill (AB) 1200 requires local education agencies to publicly disclose the provisions of all collective bargaining agreements before enactment of the district final budget.  Government Code (G.C.) Section 3547.5 states: "Before a public employer enters into a final agreement with an exclusive representative covering matters within the scope of representation, the major provisions of the agreement, including, but not limited to, the costs that would be incurred by the public school employer under the agreement for the current and subsequent fiscal years, shall be disclosed at a public school employer.

Recommended Motion:
It is recommendation of District Administration that the Board of Education approve disclosure of costs associated with adjustments to the employee compensation in accordance with Board of Education Policy or Collective Bargaining Agreement between Patterson Joint Unified School District and Patterson Association of Teachers.

XIII.B. Approval of contract with Ag-Con Construction Inc. for Greenhouse at Rising Sun

Rationale:

Background:

The Greenhouse Project is a collaborative partnership opportunity between Rising Sun and Patterson High School, with the purpose of building an attached greenhouse on the west side of Rising Sun School.  This greenhouse would provide an on-site pre-vocational work opportunity for self-contained SSD students.  The funding source for this project is LCFF (that was budget for last Spring) which is the district's match portion of a grant.

Issue:

The timeline of this project would be established in collaboration with Ag-Con facilities. It would be our goal to have the green house functioning sometime in the 2015/2016 school year.  At this time we are asking the Board for approval to accept the Bid and allow the District to move forward on the project.

 
Recommended Motion:
District administration is requesting Board approve Bid from Ag-Con in the amount of $116,114.29.

XIII.C. Approval of Tentative Agreement Between Patterson Joint Unified School District and its Employees Represented by the Patterson Association of Teachers for the 2015-2016 school year

Rationale:

Background:

The District has reached a Tentative Agreement (TA) with one of its collective bargaining units, the Patterson Association of Teachers Representing certificated employees.

Issue:

The TA is the result of the collective bargaining process that began on April 01, 2015. On September 03, 2015, the District and PAT reached a TA.

 
Recommended Motion:
It is the recommendation of Administration that the board approve the Tentative Agreement between employees represented by the Patterson Association of the Teacher and the Patterson Joint Unified School District.
